Zone Shipping Simple Config?

I'm running not the "newest" version of zen but one that is fairly new.

Zen Cart 1.3.8a
Database Patch Level: 1.3.8

Zone Shipping hasn't changed between my version and the 1.3.9 so this should be a stright forward quesiton.

USA Based company wants to offer

Shipping to USA
$4.95 Shipping for orders total under $50.00
$0.00 Shipping for orders total over $50.00

All other NON USA Countries
$14.95 Flat on all orders

Can someone help me in the exact settings I need to put in.

I've read the tutorials but i'm just not understanding it.

setup 2 zones one for USA and another for all others

Shipping to USA
$4.95 Shipping for orders total under $50.00
$0.00 Shipping for orders total over $50.00

Install/use table rate > select Table Method as price and select zone from drop as US
I think this is the table needed

Table
49.99:4.95 ,10000:0.00

All other NON USA Countries
$14.95 Flat on all orders

Use flat rate and select zone from drop as what you called it

Ok i'm sorry if I seem really dumb here but can you be a little more detailed. You said setup two zones? I'm confused on that.

None of that worked. I still charges 4.95 for everyone

I need a step by step guide to help me setup the following.

All USA/Canada orders taht are under $100 have $4.95 flat shipping
All USA/Canada orders that are over $100 have free shipping
All NON USA/Canada orders are 14.95 flat shipping.

If someone can give me step by step guide to set this up it would be great. My International orders are eating away at my pocket.

You could use the Zone Rates zones and set the settings as:
Zone 1: US, CA
Rates: 100:4.95

Zone 2: 00
Rates: 10000,14.95

What the 00 does is indicate any Zone not already defined ...

Then, to make the US look a little nicer on the Free Shipping on the Modules ... Order Totals ... Shipping ot_shipping ... you can enable the Free Shipping amount 100.00 and set to National, assuming you are in the US ...

The US would then see the Free Shipping on over $100.00 ...

Canada would see Free Shipping on over $100.00, but on the Zone Rate Shipping module ...
