Am getting the same issue. Have 1.39h and using 'city' for delimiter on the local sales tax and 'Chicago' for the qualifier and this shows up, no matter if I select Chicago destination or Florida destination.

Here are some new files for you to try.
This should be all the files for the mod so upload them all and overwrite the previous files, uninstall then reinstall the mod.

County and Other tax calculations affected when city tax present.
'State Sales Tax' calculates correctly
'City Sales Tax' calculates correctly
'County Sales Tax' calculates correctly if there is no city tax
'County Sales Tax'' equals city tax when there is a city tax (bad calculation)
'Other Tax' calculates correctly if there is no city tax
'Other Tax' equals city tax when there is a city tax (bad calculation)
Example 1 (outside city, but within county and RTA district):
Sub-Total: $5.99
Shipping: $3.65
2.9% State: $ 0.17
2.5% City: $ 0.00
1% County: $ 0.06
1% RTA: $ 0.06
Total: $ 9.93
Example 2 (inside city, county and RTA district):
Sub-Total: $5.99
Shipping: $3.65
2.9% State: $ 0.17
2.5% City: $ 0.15
1% County: $ 0.15 (should be $0.06)
1% RTA: $ 0.15 (should be $0.06)
Total: $10.26 (should be $10.08)
I verified tax rate table settings for city and county taxes set for 1%
How to fix please?

I decided to uninstall the Local Sales Tax Mod v.2.5 and use TaxCloud instead.
I did not find uninstall instructions in this mod, however I removed each of the files that came with the mod and then after reviewing the SQL file, used phpMyAdmin to "Drop" the 'tax_rates_local' table.
As far as I can find, this should have completely removed the mod, however my customers are seeing this warning message on checkout Step 2 Checkout Payment:
WARNING: Could not locate language file: includes/languages/english/modules/order_total/ot_local_sales_taxes.php
I used the Developer's Tool kit to search for any instance of ot_local_sales_tax.php and came up with no matches.
I currently have the following Order Total Modules installed (as listed in Admin > Moduies -> Order Total:
ot_coupon
ot_shipping
ot_subtotal
ot_tax
ot_total
Local taxes are no longer shown during checkout (as expected) and the state tax appears to be correct.
Any idea how to get rid of this warning message? Which file would generate this message?.... I can restore the original from before the add-on.

Will this mod work on 1.3.8a? I am utilizing other mods that have not been updated to 1.3.9 yet.

First let me say that this is a great module, and it was a relief to find it (setting up tax calculations sounded daunting at first).
I have installed the taxcloud v1.4 module on zencart v1.3.9h and it is calculating tax correctly and adding it during the checkout process. Server is running PHP 5.2.17 and I double checked the SoapClient is installed.
The problem I'm having is when you click "confirm order" on the "main_page=checkout_confirmation" page, it loads the "main_page=checkout_process" page and it only says "Setting order totals for taxcloud" at top left. That page doesn't redirect to the confirmation page, it just loads and stays. If I refresh on that page it loads the "main_page=shopping_cart" and the cart is empty.
Also, the confirmation email that gets sent for the order doesn't show any tax in the order totals, and the actual order total doesn't include the tax amount that was calculated on the checkout pages (checkout total doesn't match email confirmation total). I have tested many times with different payment/shipping methods and the result is always the same.
If more details are needed to help troubleshoot this problem please let me know. I can even set up a test account on my test site to see exactly what's happening if needed.

This is not a support thread for the TaxCloud add-on but rather the support thread for Local Sales Tax Mod.
I too attempted to utilize TaxCloud and found that it is not yet ready for prime time. There are several issues with the ZenCart version. The developer is very responsive to inquiries and has been working well with me to resolve issues. However, there were so many issues outstanding I finally removed the add-on and will wait until it is ready for use. Among the issues includes the replacement of one of the Paypal files which are part of the Zencart install. When you have problems with TaxCloud you cannot simply "disable" or de-install TaxCloud (although a button to enable/disable is provided) or you will break your shopping cart. The original paypal file must be restored after you disable or remove the TaxCloud add-on. This kind of interference with the Zencart files is acceptable in my opinion. The TaxCloud approach is very promising however I recommend waiting until the Zencart version is completed.

Thanks for the info ronlee. I would like to say that I disagree with your assessment of taxcloud not being production ready. With all the custom modules, and all the custom configurations out there, it's impossible to know all the variables and prevent some issues from arising.
The issue I was having was a simple code problem that I was able to fix myself with some direction from the taxcloud developer. He will be updating the module with the latest release version which will include that fix as well as some other updates soon.
I would encourage any reluctant admins out there to give the taxcloud module a try as it is a huge time saver and will ensure you are compliant with your tax regulations. If you do by chance come across any issues, be sure to post in the correct taxcloud forum and the developer is very responsive and helpful.
