PayPal Express Checkout steps

hi, so, i have autorize.net AIM and paypal express checkout... i've noticed that from the shopping cart, if a customer selects "paypal express checkout" right away, it will take them to paypal right away to complete their paypal information, then back to zen-cart to complete the purchase, which makes sense
HOWEVER....
IF they click the regular "checkout" button rather than the "paypal" button... and then decide to select paypal as a payment option on the payments page.... it then takes them to the review & confirm order page.... with the step3 final step -"compete order" button.... and it's not until AFTER you click "complete order" that it takes you to PayPal to complete your payment information... and then once you do it will bring you back for the checkout success.

is this working correct? i guess i didn't realize until recently that's how the paypal option works IF they don't select paypal until the payment screen via radio button. it seems like it should then take them to the paypal page to fill out their information, THEN get to the final step review & confirm page.

is there something wrong w/ how my cart is working, or is this how it is supposed to be? i can see how it might be misleading to click "confirm order" on a page that says "final step" and think you're done without ever actually completing payment

That's how PayPal designed it to work. It's been that way for several years.
