I assume you've read all the contemporary wisdom about how sending attachments subjects you to exponentially higher risk of being blacklisted and therefore completely preventing ALL your emails from being delivered to your customers, right?
What exactly is the "business problem" you're trying to solve here?

I was not aware that sending an attachment would increase the risk of being blacklisted, and i dont think there would be that many sent. Its a request from a client so i will advise him on this matter.
The "business problem" isnt so much a problem, rather an attempt to "streamline" a process by attaching a direct debit mandate to the welcome email.
Any suggestions would be great, many thanks! :)
Is this "mandate" something that can be text-only content that is added to the original email body?
Or must it be an attachment because of some special formatting that must be preserved exactly?

Why not just put a link in the welcome email to the PDF which they can download from your server. Much easier, no spamming.
The mandate should ideally be kept in its current format and would look a lot more professional if sent as an attachment/PDF.
A link may work, ill breech the subject to the client :)

Ok a link in the email would be fine. But since its a txt only email, is there anyway to send out HTML based emails as a welcome email?
Or just provide the link in simple text: http://url_to_site.com/link_to_file.pdf
Most good email clients can convert those automagically.
But I suppose if your customers are the sort who consistently use an email client that doesn't know how to present text-only URLs as clickable links then you'll have to consider the HTML-only approach.
Just keep in mind that many people do prefer to receive text-only emails ... so you'll need to accommodate that too.
Text-only "welcome" emails are built from the definitions in the create_account.php language file.
