On top of my website, there is a "HEADER_TITLE_CREATE_ACCOUNT". How to make it show "Create Account"?

On the footer of my site, there are things like Quick Links

BOX_HEADING_SPECIALS
BOX_HEADING_WHATS_NEW
CATEGORIES_BOX_HEADING_PRODUCTS_ALL

BOX_INFORMATION_ABOUT_US
BOX_INFORMATION_SHIPPING
BOX_INFORMATION_PRIVACY
BOX_INFORMATION_CONDITIONS

How to make it show "specials", "shipping", etc?

You do not specify your version of ZC and the define for this variable is not in 1.5.7 or 1.5.8 standard files.

I did not check the others as it appears you are not using a standard template either. Or do you have some mod in the header?

I have a brand new install. So I am using zencart 1.5.8

Your template is causing you endless headaches. I would highly recommend switching to either Responsive Classic or Bootstrap.
