Site Crashed U_ILLEGAL_ARGUMENT_ERROR in IntlDateFormatter

[B]The file is exactly the same and on line 90 is IntlDateFormatter::NONE


I tested the 2.0 file and gives the same error on line 92

The 'intl' extension was installed all along.

I refer the issue to the source of the PHP and I am waiting for their comments.
