Paypal Express Checkout - (28) SSL connection timeout

Dear store owner,
An error occurred when attempting to initiate a PayPal Express Checkout transaction. As a courtesy, only the error "number" was shown to your customer. The details of the error are shown below.

(28) SSL connection timeout

Started getting these on failed checkouts yesterday. I turned debug and email log on. Everything has been working fine for months when I did the upgrade to 2.x.x.

Should I upgrade to 2.1.0? I've been getting emails from Paypal about them changing their API, did they just change that?

what results do you get when you run YOURDOMAIN.COM/extras/curltester.php?
run it multiple times over a period of a half hour. I expect intermittent failures for the "Connecting to PayPal Express/Pro Server" and "Connecting to PayPal Express/Pro Sandbox"

Error 28 suggests that a DNS lookup was taking too long. This might suggest a problem, but could be a result of this script testing multiple connections in a row.
If ALL destinations report this error, then you have a server DNS resolution problem; if only ONE destination consistently reports this, then you may have an outdated DNS source: in both cases your server administrator will need to assist you with diagnosing.

I refreshed the page and all CURLs were fine. Should I contact Paypal or my host. I host through a place called Unshadowed.
