What is nddbc.html?

I got that page the other day and it's nasty. I hope none of my customers ever see it. It's in the root directory and has this bit in it:

What is the function of this page, and what do those few lines mean? What happens if I just delete that page?

Ya but I don't understand those instructions. That was the point of my post. Am I supposed to uncomment that base URL part and put my own URL there? I did that and it changed nothing. I also took out all the images and other junk in there and just left a line that says "problem connecting to database. Is that ok? Those instructions make it sound like you're not supposed to mess with the html, but I just don't see why that would be the case.

The idea is to have a presentable page for your users if your database is malfunctioning. You are welcome to change it however you'd like.
