bg color in nav bar just below logo

Does anyone know how to change the background color in the navigation area just below the logo?

I was able to change my background colors but this area remains white. You can check out what I mean at http://www.scribblescrap.com/cart

Also, I was able to change my font colors in all the side boxes to black except the title on the new products box, can someone help me with that as well or do I have to post another thread for that?

Change FFFFFF to which ever colour you want it to be.

Where would you find that code? Is it under stylesheet_new.css? Sorry I'm new and trying to figure it out. I found that code in there but nothing changed when I uploaded the file. Please help. Thanks. =)
