Shipping Rate Issue

Ok sorry for yet another issue.

So my shipping for both modules is messed up. I have my weight down for a given package say for a CD which weighs 1Lb with packaging, when I do the estimator and the estimate for all shipping comes in Regardless at 4Lbs which is quite a bit more in shipping price.

Have I messed something up in the program or is that the standard lowest rate for online shipping through ZenCart?
