I recommend you go to your PayPal account and "remove" the current API credentials, and regenerate new API signature credentials.
Then copy/paste those back to your Zen Cart admin.
Watch out for extra spaces at the end of the copy/paste. You might paste to a text editor first, and then be sure you're only copying the real pwd.
Also watch out for your browser trying to remember the password etc. It's possible it might save it incorrectly. Sometimes re-pasting it via a different browser not configured to remember passwords might help.
