I think this is probably a stylesheet issue.

open links_submit.css find this declaration

legend {font-family:verdana, arial, helvetica, sans-serif; font-size:1.1em; color: #000; font-weight:bold; margin-bottom:5px; padding:3px; background:#fff url(../images/form.png) repeat-x center left;}

change the highlighted portion as indicated
