I am having the same issue with our UPS module. I suspect it may be a hosting error since recently our host did confirm an issue with some DNS configuration that broke our domain email. this has since been resolved but now we have this UPS shipping module issue. can you elaborate some more on what the hosting / server requirements are for the UPS module to work? I presume the UPS shipping module makes an SSL request to a UPS service - is this correct? is there anyway to see the contents of the request and the reply via some debug mode? The more details i have about how this process works the more effective i can be when communicating with our web host about finding the issue.

I went in and added some email debug statements and found that indeed the http post is going out to UPS.com as expected. Here's the request:

I dont see anything obviously wrong with the body of the request - do any of you guys?
The body of the http request i am getting back from the ups request seems to be empty...
I'm having the same issue with USPS module! It's been running great for a year, and just started malfunctioning yesterday!
to fix, just remove and reinstall the module. works again. weird.
i tried removing and reinstalling the UPS shipping module but it still is not working. my local staging server is working just fine - i checked the request and it seemed correct.. the response is simply coming back blank. i'm trying to get more info on the response, specifically http response code and whatever else i can dig up. seems like no one has a clue on what might be going wrong. bizarre.
So if your files sets are the same you already know that this works - the OP had some host/server/setup issue and I would suspect that you might alsoi tried removing and reinstalling the UPS shipping module but it still is not working. my local staging server is working just fine

Do you have all shipping methods with UPS active? Or do you have only some active?
Any zones set? If so, what happens if you turn off the zones to test?
What is the Ship from and Ship to address and what is the weight?

I tried toggling various options in the shipping module (ie, zone, shipping weight, etc). None of that seemed to fix things. I am adding some debug calls in the code to help me identify what is going wrong. Specifically, I want to get the HTTP response code from the request I send to UPS.com. Like i said, it works on my local laptop apache staging server. Is this request an HTTPS request? perhaps my host did something to break HTTPS?? I'm working with their sysadmins to help identify the root cause of this.
*Any* suggestions or insight or additional trouble-shooting advice is welcome - we're still down and losing business : (
