Free Shipping v Tax issue

I've run a free shipping offer on purchases of £100 and over for the past 6 months and it's worked perfectly fine.

But yesterday I had a sale for £88.20 and vat was £13.20 making the sale just over £100 and it then didn't charge the usual shipping rate for sales under £100.

Can anyone advise how I can set it so that free shipping is only on the sale value (Exc VAT)?
