If your customer has selected Text mode, then Zen Cart will send in text mode.
If you have HTML enabled, and your customer has opted for HTML format, then they'll receive it in HTML format.

For now I did set default to html and removed the option to change that from the registration and profile templates.
Not a nice solution, but I have to make sure the email does contain the legal stuff in all cases.

P.S. Thanks for all the help, this is truly one of the most responsive forums I know. So far all my problems have been solved with the help of forum members.
