What causes the 'Shipping Estimator' pop-up to inherit the template background colour?

I would like mine to be white....

Know it's css but don't know enough to do it my self.

Mine is the grey as of the template background.

OR.. Better still, just make the text stand out more (a lighter colour)

Ive tried a few thimgs in the css but not worked. I just copy from one to the other (not good I know)

First of all thank you for this great template

I am trying to use the "Product Disclaimer" addon to add a disclaimer to the bottom of the pages in tpl_footer but can't figure out where to insert it for it to show up in the spot that I marked as X in the picture attached

You can edit the includes/templates/andover_modern/common/tpl_footer_menu.php

#popupShippingEstimator {color:#whatever color number you want;}

I tried putting it in the tpl_footer_menu.php and it ends up going on top of the Site Copyright writing or in the Important Links box. I am confused as to where I would enter it for it to be above the coyright but not in the important links box and centered.

The code I need to enter is below:
