My customer would like to offer a two tier shipping plan.
Everything below £20 cart total is £3 shipping and over £20 is £5 shipping
How do I set this up?

The simplest method would be to use the Per Unit perweightunit shipping module and set the weight on your Products to be the shipping cost ...
When using this shipping module, be sure to set your settings in the Configuration ... Shipping/Packaging ... to have the Maximum Weight of 5000 and the Tare Rates to 0:0 ...

Thanks for replying Ajeh. But I'm a bit confused. I have turned off all shipping modules except perweightunit. Then set max weight to 5000 and both Tares to 0:0 Then added the net price of the Product to the weight field. When I add that product to the cart I get:
Sub-Total: £5.62
Per Unit (Best Way): £5.62
UK VAT Rate: £2.25
Total: £13.48
This is not what I want. I want it to be a £2.85 shipping cost for orders (cart total) up to £55.00 and £3.85 for orders (cart total) of £55.00 or more?
Can I also ask if there is a way to show shipping costs without the customer having to register or login?
You want to add the Shipping Cost to the Product weight field not the price ...
Now the Total Weight will represent the Shipping Cost of the Order ...
You could change the language files so that where it say Weight it would read Shipping Cost ...

uhm? But how is that going to work if I put 5 items in the cart and I want the shipping cost to be £2.85 shipping cost for orders (cart total) up to £55.00 and £3.85 for orders (cart total) of £55.00 or more?
The Per Unit perweightunit is designed to multiple the quantity of the Product Ordered by the Product Weight to make the shipping cost ...
Are you saying if I order 5 of Product A that is $19.00 that the shipping cost is $3.00 or $3.00 x 5 = $15.00 ...

No I want 2 flate rate shipping costs. So if the TOTAL order goes over £55 then it's a flat shipping rate of £3.85 and if the TOTAL is less than £55 it's £2.85 No matter how many items in the cart. i.e I don't want multiples of the shipping cost. It's just 2 flate rates depending on the value of the cart.
Then you want to use Table Rate table and set it up for Price and set as:
55.00:2.85,10000:3.85
You can adjust the amounts as needed ...
NOTE: you no longer need those shipping weights in the Product Weight unless you want to indicate the shipping in some manner ...
If you use the weights to indicate the shipping cost, then a Product that is $30.00 with a 2.85 on the weight would actually be $3.85 if 2 or more are Purchased as the Price of the Order is now $30.00 x 2 ...
