If the order is a minimum of $6.99 you are showing give $6.99 off and a minimum of $16.97 ... how much is the Product? Is the Product amount part of this minimum order amount of $6.99?

This is going to confuse you, but I'll do my best to explain.
We release a new product every week and each week we have a new free gift. The new product being the free gift.
In our marketing, we say that they have to spend at least $9.98 in order to get the new kit for free. If you add the value of the free gift to the minimum, you get $16.97. Once the $6.99 (kit value) is deducted, you're back at $9.98.
So yes, the kit value is also $6.99, the coupon technically gives it to them for free as long as they meet the minimum and have that specific kit in their cart. This worked fine for over 2 years with 1.3.8
Sorry, my previous post saying that the minimum purchase was suppose to be $6.99, was wrong. See post #13

does that need to go into /includes/modules/order_total/ and not /includes/modules/ ?

It is by design that Discount Coupons on the Minimum are based on the Products that the Discount Coupon are valid for and not the total of the order ...
