I have installed the Zen-Cart several time, each I get a install successfully message. But each time I try to logon as admin I just keep getting a login error

I have installed the Zen-Cart several time, each I get a install successfully message. But each time I try to logon as admin I just keep getting a login error

Nothing like that. No Tools menu. Image attached if you are curious.
What does it say under "file manager"?

Other things? Well, could somewhat try godaddy's suggestion of "installing" a new copy elsewhere. Suggest first creating a new directory adjacent to store (will make renaming easier). Then check the permissions of that new directory. The center number needs to support the software accessing it's "neighbor".
Then either upload a new copy of files from your local computer (test with just a few first). Check the permissions.
As far as "making the change" and then opening to see not changed, be sure to refresh your ftp software. Sometimes a local ftp client won't try to pull the current setting once "updated"...

In the debug logs, what would this mean?

That for one reason or another the file includes/classes/class.base.php did not get loaded or if it did get loaded, that there were no contents readable to establish the presence of the class expected to be in it...
The message itself is saying that at line 21 of the indicated file there is a request to access the base class, but the base class hasn't been defined at that point... it likely relates to the permissions issue or since they moved files supposedly? That there was a problem with the content of those files and yet a further reason they have recommended to reinstall...
