PayPal IPN Payment Standard: Charge the fee to the customer

Hello to all,

I'm building a website with zencart... and using paypal for simply management of credit cart payment.

Btw in switzerland, we use more T/T transfer for the website payment because it's cheap...so, normally the online stores charge the customer to the fee of the credit card company...
Ex: the customer want to buy some articles, and pay trough paypal account or credit card (always trough ppal platform)...So, the store, charge the customer of the paypal commission (in my case 3.4%+ 0.5Swiss franc...) How can I do that?

According to PayPal's terms-of-service, you're not allowed to do that.
