Setting Up Table Rate for USA & UPS shipping for Canada

We currently ship to the USA & Canada only. We offer flat shipping rates based on the cart total ($) for USA customers. We would like to setup actual UPS shipping rates for Canada orders. We also offer free shipping on several products and use the FREESHIPPER module which is also working correctly.

I have setup both zones USA and Canada under zones definitions and have configured the table rate for USA and UPS for Canada. The table rate for USA shipping is working properly. However when you add a product and click estimate shipping to Canada with country and zip it brings up nothing. Here is how the UPS Module is configured.

From what I can gather, it seems that for products that use the freeshipper module it overrides all other shipping options. So no other shipping options get displayed.

Maybe someone has some code to change this.
