Are you saying that someone from "overseas" placing an order to be delivered to a particular address is to be charged a higher fee than someone local shipping to the same address?

If instead you are concerned about whether shipping fees will be properly calculated then the answer is that they will be calculated as expected by the cart setup. They won't be applied until confirmation though.
