I get to the inspection screen and every thing is green except it says the "/cache/ folder is unwritable" and it has a yellow bullet
"PHP Output Buffering (gzip) = OFF" also has a yellow bullet.
I think that's confirming my prior suspicion that the permissions need some changing. Sounds like the /cache/ folder's permissions have been changed on you somehow.

ok this is really strange. It seems to be asking for a directory called /html/cache/ and says it is not writeable.
That directory doesn't exist when I expand the v1.5 zip file. Should I create it?
Every time I've unzipped the official Zen Cart zip file it's contained a /cache/ folder.
I suspect it's mentioning "/html/" only because that's the folder where you've uploaded the files into on your server.
There's no "/html/" folder in Zen Cart. That'll be part of your hosting plan.

ok. I changed the configure.php to what was suggested and it is green now.
The only thing I have to fix is PHP Output Buffering (gzip) = OFF
Don't worry about the output buffering for now. That's minor, and may never be needed. It's only an informational alert, not an error.

Thanks. I will try the install.
The install works fine until I get to this page: zc_install/index.php?main_page=store_setup
Now it is doing what it did on the GPL licensing agreement screen. It won't accept my entries and move on to the next page.
It just reloads the same screen over and over again.
