Newsletter won't send in HTML

I have replaced the header.jpg and have two test customer email accounts - one at bigpond.com and the other is a hotmail acccount. Both have enabled html.
My problem is that the hotmail account is getting only the alt logo and not my header. The other account is working well and has my logo displayed.
The hotmail account is currently receiving html newsletters, emails etc. with no problems - apart from My Own.
I tried the full url in my browser and get the header, so that is working.
I tried putting the full url into one of the emails instead of just header.jpg and that worked with the hotmail account receiving it with the logo.
However I don't think that this is ideal - to change all of these manually?
Please help - keeping in mind that I know very little.......

I am using the latest version of zen cart, based on the thread i thought that it has been fixed. Anyone has this problem with V 1.3.8a?

To sum up, and consolidate everything into 1 post -

To increase the chances of emails sent from admin as HTML actually arriving as HTML, particularly to webmail based email systems such as hotmail, yahoo mail, gmail etc.; and to allow test newsletters sent to the admin email address to arrive as HTML, do the following:

Copy /includes/extra_configures/email_use_8bit.php to /admin/includes/extra_configures, so that both folders have a copy of the file.
Replace /includes/functions/functions_email.php with the attached copy, which incorporates DrBytes' suggested changes.

HI I NEED HELP!!
i am using 1.3.9h but i still cannot get the newsletter/email to send out in HTML.. even when i preview its still in plain text with the html codes eg: <br>...</br>

any idea what i shd do???

Please Help, ready to send January Newsletter and same problem of email coming through in HTML code.
Also shows as code in "preview".
Current version 1.3.9g
Worked fine in October with 1.3.9f(?)

Old newsletters send and preview fine, so no issue with host, probably no issue with zen-cart email sending functions.
However, once a newsletter is "updated" from the edit screen, or a new newsletter is created and "saved", then they Preview and send as HTML code.
Is there something in the function that saves the file that is an issue????

We had this problem and were scratching our heads on why it wasnt working... As some accounts got an html one and some of the admin accounts diddnt.

I found this option for debugging and now all our admin test emails come in HTML format...
