The only shipping rule for categories I am familiar with is: Per Category Shipping Rate, which only let you assign flat rate shipping for each category.
It calculates the shipping based on the items in the shopping cart, total shipping is based on each product/category.
The down side is; that module is a commercial module that cost $30.
So a customer can not buy items that you have??

@kobra - the situation is not unusual...for example we have clients with gardening stores that are not allowed to export certain items outside UK (can't remember but I think its things like liquid fertilisers).
@snowdance125 - what you need is the Advanced Shipper module from ceon.net ... yes, it's a commercial add-on, but you should be able to be set up as you wish well within an hour (and most of that will be spent reading the very detailed documentation that is supplied with the mod!)
And you probably need to adjust your shipping messages to explain WHY the customer can't have certain items, so rather than "Not Available At This Time" something like "Sorry, we are unable to ship X to this shipping destination".
