So are you saying that the underscore is the deciding factor?

No, I'm saying if the first pics name has a # at the end, then that # is part of the name and all additional images must start with the same name, to include that number.

The underscore is just a convenient method of identifying additional images in a list. I put dashes-between-all-words-in-an-image-name.jpg So if I put another dash-then-number for additional images it can be hard to find them in the folders when I need to. So I use the underscore at the end for additional images.

    original-image-2714.jpg
    original-image-2714_1.jpg

That way if I need to, I can open a folder and scan down and quickly find the additional images.

A clearer explanation may be in the paragraph labeled "Additional Information" on this tutorial:

joejoejoe is right. It's not the underscore that decides. It's the original filename that decides.

Zen Cart v1.x deconstructs your product's main image filename into filename + extension, and then looks for additional images that match the same base filename.

    fred.jpg = fred plus .jpg

So, all images starting with "fred" and ending with ".jpg" will then be considered "additional" images.

ie all of these are valid additional images for "fred.jpg":
    fred123.jpg
    fred_d.jpg
    fred-more.jpg
    fredanything.jpg

It's all explained in the tutorial mentioned earlier.

The way I have most of my images identified is as follows:

    POT-03-01.jpg
    POT-03-02.jpg
    POT-03-03.jpg
    POT-03-04.jpg
    POT-03-05.jpg
    POT-03-06.jpg

This means 3" bonsai pot, style #1, or #2, or whatever

Is this the right or wrong way?

I am not getting multiple images in any listings. So it must be OK unless Image Handler 3 is preventing multiples.

If the base image filename associated with your product is "POT-03.jpg" then those filenames would be fine as additional images.

But if you've set POT-03-01.jpg as the base image filename, then none of those other files will be considered.
