Has this person created an order?there is a list of orders with a link to the person as normal. Clicking that name takes me to the Orders page where there are no orders shown

Yes. All of the people under "New Orders" have placed an order. I even created a test account and test products and made a successful order (#46) but clicking on that name brings up the orders.php page that shows no orders.
