International shipping is STILL not working.. Upgrade new module and still nothing..

Is what is says when i test an international shipment. I have uninstalled original version (downloaded on Feb 13, 2013) and reinstalled and activated the module USPS Ratev3 as I was instructed, but it still says the same thing.

Could anyone help me?

Um ... you said you installed the new .php files, but did you write down your settings and click Remove and then click Install, and reconfigure using the new options in the new module?

well.. I thought idid. I unistalled the usps module then brought the usps.php updated file into my shipping folder in my filezilla program. then went back to my zencard admin page > went to shipping and installed it and added my info. am I missing something?
