From what I've read, the language packs change the entire site (admin and catalog) from one language to another.
EN: Can I leave my admin side in English, but offer the option for Spanish to my customers?
ES: ¿Puedo dejar el lado de administración en inglés, pero ofrecer la opción para español a mis clientes?

Yes, you will have a dropdown as well for your admin and you will select which language you prefer.
On the other hand you will have to enter all content in both languages. Descriptions, options, etc. What the language packages does is to translate the standard language files like buttons, pages names, etc. but all the content has to be entered by you in both languages.
