Hi. I have something similar where I give free shipping only in US when total >x.
you didn't say how it was behaving w your setup, only that it didn't work. Did you try switching sort order? Mine is in reverse. Also, you didn't show your zone def for Australia.
but try sort order. If that doesn't work please explain what it actually does.
