How did you set up the zones " international". Which country was your test user in?
For category and product restrictions did you edit the? Mine both say " top " and "allow".

It's been 6 years and several version updates since setup. Test account is setup for UK

First pass, nothing edited for restrictions since there are no restrictions to category or product. I manually entered category top/allow.
Try it again when you get a chance. I bet the error changes from yellow to red. Just added category top/allow so that instead of NONE restrictions, there are top/allow restrictions.
There is no obvious way to top/allow for products. Buttons do not appear until you select specific products.

Unless you have restrictions, in the restrictions delete the Categories Top Allow ... do this correct the problem?

No. YellowThe coupon code you entered is not valid for the address you have selected.
IIRC, coupon codes are not case sensitive but tried both ways.
Just remembered, last weekend when I was having PP problems due to fractions, I saw that PP appeared to be trying to calculate taxes on International and Federal zones. Thinking that might be an issue since the only taxable zone I have is State, I removed the International and USA zones and recreated them afterwards.
Possible brainfart? when I did that? I dunno. I do not remember having to manually select countries for the International zone, do I?

If you want to use a Zone you have to setup the Zone Definitions that are valid for it ...

On your Internation Zone in the DETAILS did you literally use those settings or did you build the Zone DETAILS from something like:

So just to be clear, you hit the set ails button when setting up countries and selected "all countries". Now you have even the U.S. . You need to select countries you ship to. Logically though, it should have accepted for all, not none. Try choosing uk as a test.
(Sorry Linda, didn't see u last post. You east coasters are fast)
