If you compare the first row of data (second row of the file) for the original file and the one that has been trimmed down to just the first data row (header row plus one row of data) what is the difference between them when looked at using a plain text editor?
Usual problem with a functional plugin such as this is that the file to be imported is not properly formatted for the plugin to process.
Would suggest reviewing the instructions about filenames as well if the filename does not match either the original filename or doesn't follow the pattern that one would see when again exporting a "new" copy.

The real test is if after you export the file and then download it. Do nothing to it (no name change, don't open it, etc...) and then upload and import, does it work?
Modifying anything about the file without first understanding how it should be formatted for import will likely cause the program to fail. How it let's you know about that failure or the cause can be an issue.
Regarding specifics of this version, I am not familiar, but they all operate under the same concept: export the data in a specified format for the desired information. Allow modification of the data. Save the file in a format expected for import. Upload and then import the data to be processed.

Yes with the data that was there at the time of export, which other than a change in quantity that may have occurred between export and import should result in no change. This also is why it is suggested to make a database backup before importing, especially when first trying out something. Even more of a reason to test new software on a development location that doesn't affect your business...
