Sales Tax Calculated including Shipping Charge

I am having this same issue. Shipping is not adding tax.
Using version 1.5.5f with "auspostcode" (similar to Zones rates)

on the "auspostcode" plugin module
Module> Shipping> auspostcode

Do you want to include auspostcode based shipping? True
Calculation Method >Price
Tax Class > Taxable Goods
Tax Basis > Shipping

Configuration<My Store:
Display Prices with Tax true
Display Prices with Tax in Admin true
Basis of Product Tax Shipping
Basis of Shipping Tax Shipping
Sales Tax Display Status 1
Show Split Tax Lines false

Locations/Taxes<Tax Rates:
Tax Class Title: Taxable Goods
Zone: Australia
Tax Rate (%): 10.0000
Description: GST 10%
Priority: 1

Locations/Taxes<Zone Definitions:
Australia
Number of Zones: 8
Number of Tax Rates: 1

For example in the

Zone 2 Shipping Table is set to - 10000:13.590

On the check out shipping is showing $13.59 instead of Shipping $13.59+10% tax = $14.95
