I get the exact same error as you. And my cron job command is
/home/emailname/public_html/currency_update.php

I changed the line 17 PATH_TO_STORE_ROOT to includes/currency_update.php and then uploaded the file to the includes folder.
then I added the cron job : /home/username/public_html/includes/currency_update.php

but the system gives errors like : No such file or directory

further, another error PERMISSION DENIED is being shown.
