How to edit the List of State/Province

I would like to edit the list of States/Provinces that appear in the drop down in the account_creation and change shipping address pages. My customer does not ship to the US armed forces and a couple of other places in the list. Where do I go to edit this list?

Got it. Just looking in the wrong place. Admin/Locations/Zones. I don't know why I thought this would be harder....
