This sounds like it is set up to detect and use any prefix you have applied to your database tables. As I understand, this ability will only work properly if run through the Tools > Install SQL patch, not directly through phpMyAdmin. Or alternatively this may function if run directly, and add an extra prefix if run through Tools > Install SQL Patches - the language is ambiguous.
