Free shipping help set up is needed

I am looking to offer free shipping on total orders above $99 for all items excluding heavy safes which range from $90 to $600. How can I make sure a customer does not get the free for this items (safes only)?

Go into Admin > Modules > Shipping > click 'Free Shipping Options' and then Install. Then edit to your desired parameters.
