Yet when I tried (on a randomly selected product) I correctly got a quote for the 500gm satchels (not the 3kg satchels), so it seems to me that either something had changed between the time you posted your problem, or, you have given misleading information.
I'd assume that you wouldn't intentionally provide misleading information, so therefore had to assume that since what I saw wasn't the same as you had reported then obviously something had changed, and for all I know as a part of that change you disabled the parcel post options. (Yes, there are many people that only offer prepaid satchels).
I HATE FAULTFINDING BASED ON ASSUMPTIONS, therefore I asked/requested that you be a bit more explicit, else I could waste hours of testing and checking on your behalf.
Simply knowing that I'm using the same test product as you would be a big help (what if the problem is related to a setting, eg, weight or dimension of a single product that you are testing, and the product I'm testing has different settings?)
Have you tried using different destination post codes? Does that make a difference?
What do you get if you try quoting for overseas? Does that make a difference?
In short, the more information you can provide me the more I'd be inclined to spend time helping you find a solution or cause.

Ok the point is not the satchels
You obviously missed my point I will spell it out for you

As an example the Tea Tree Soap when added to the cart only 2 postage options come up those options are 500g satchel and 500g express satchel Where is the regular post and regular registered?

The problem you are experiencing is because the dimensions that you are are using (at least for this particular item) are too small for Australia Post to accept as being a valid parcel, yet too large to be considered a letter, as such the AP module is (correctly) giving the only 'valid' options left, namely the prepaid satchels (which don't have a minimum size restriction).

Hey Rod, Great Mod.
However a small problem which is probably user error in some respect.
I ship coffee mugs and plates etc.
1 x coffee mug is 465gms, which is 1 x Regular Satchel.
However, when someone adds 2 mugs, it still only charges for one satchel.
this will take the weight to nearly 1kg.
I need it to say the price for 2 satchels.

Above problem is fixed. Now when the package goes over 3kg's it just says it cant obtain a quote for shipping.
Shouldnt this then switch to parcel? and charge accordingly.

Yes it should. However, it'll only do so if the parcel post options are enabled and the parcel dimensions are within specified limits (not too large, not too small)
If you are sure these are correct, please send me a link to your store (and the item you are testing with) and I'll see if I can look into it further.
