Seven of the last eight questions have been about the sql patch. I hope it's okay to post this info, as no one else seems to have posted the answer.
If you check out Philip's website (click the "BOT, SHIELD, SCAN" link in his sig), you'll see a link that says "ZenCart Royal Mail Update SQL for 2009 Available here" which explains it all.
It states that although Philip has kindly released the Royal Mail module to the community for free under the GPL, the SQL update patches (there are two of them) are not free and it would be against the license to distribute them - so there's no point in asking for links or a URL to the SQL patches because they'll never be available for free.
Even if you're installing the most recent version of the module, the postage rates will be out of date and you will see the error. Install the module in the knowledge that it is out-of-date and if you want to use the SQL patches provided by Philip you will have to pay him to install them. This is all explained clearly on his website.
I hope I've understood the situation correctly.
Presumably you can still change the postage prices yourself if you wish? (You always could with the old version.)
