this thread is similar to the issue we're having but not quite the same so i started a new thread:

We only except credit/debit card payements, but when this person finally checkouts he has such a huge fraud score that we delete the orders and refund. Yet this customer despite masses upon masses of emails he still inisists on buying from us.
Blocking an IP isn't an option due to the dynamic nature of alot of IPs. I could just delete the account but he'll probably just create it again.
anything you guys can think of?
