First, are you sure all the files have been uploaded?

It's just a guess since I am not an expert but it seems some files are missing and YOUR server is not producing any feeds because when you CREATE and the window pops up it will show you any bugs or say success.

Here is a sample of mine with the debug on:

Also, if you are able to view your error log, it will tell you what file is creating the problem. That would be the first thing I would do. It may be your host. Again, I am just guessing at what may be causing the problem.

Just another suggestion....make sure YOUR google merchant account info is correctly input into YOUR admin.
