Template selection not working

I think I understand how the Tool > Template Selection is supposed to work.

I have tried this with two different templates, bookshelf and sage. With the same lack of results.

I upload the template files to the correct locations in the includes folders. This makes sense, and seems to work fine.

Then when I go to the template selection page, and click edit, the new templates show up. I select one, and click update. This sends me to the admin home page (rather than an updated template selection page as expected), and the template does not change, either in the template selection page or on the live site.

So, it seems like something in my install is broken? Where should I start for troubleshooting?

This is an upgrade to 1.3.8 from 1.3.7, with only two modules running, attributes with stock and contact info sidebox.

Right now, a slightly messy but unchanged Classic Contemporary Green is Running. I would like to just change the template to sage, and be done.

Yes, I believe I am completely up to date and patched. Zen Cart version says this:

Zen Cart 1.3.8a
Patch: 1::
Database Patch Level: 1.3.8
v1.3.8 [2010-02-02 18:06:18] (Version Update 1.3.7->1.3.8)
v1.3.7.1 [2007-08-13 16:02:28] (Fresh Installation)

Is there something further I need to check?

I cannot make a new admin user either. I go in and add a new admin, with name, email and password and click save, I get sent directly to the admin home page, and no new user is added.

So, it seems like I don't have full admin privileges on my normal account, so it is ignoring these changes?

Is there a page or config files the control what a user can do? Perhaps I am not actually an admin, so I cannot make changes to the actual cart setup?

make sure you've uploaded the admin folder from the security_patch_v138_20090619 to your server.

Yup, that was the solution.

Each of the four files were there, but I replaced them anyway. Now all seems to work fine.
