Is there an add on to clear credit card information from all orders?

Is there an extension or tool that can be used to clear out all saved credit card information from customers once an order has been processed or for any order past a certain date to be entered by admin?

I tried a search but no terms seemed to provide an answer.

None that I've very heard off. I'm not even sure that it's possible as payment modules sometimes create their own tables, so a mod wouldn't necessarily know what was being stored and where.

However, Zen Cart (can't speak for every mod) is pretty good at handling payment information appropriately. What is the problem that you are trying to solve?

Not really a problem, just preemptive security. I would like to be sure that such things as the CSV and while at it the exp date are cleared after orders are processed. I think it would be more secure if none of that was saved once an order was completed.

As far as I know, the only credit card details ever stored by core Zen Cart were for the manual card option, which has now been removed from core for 1.3.9 with the upgrade facility cleaning up the data.

If you're using other mods that are storing this detail, I'd recommending checking out if there are specific support threads for those mods.

I just downloaded the recent release. How does the new release handle manual credit card information? Does it email to the admin then delete it?

v1.3.9 does NOT have any "manual" credit card handling. If you want that functionality, you'll need to use an addon.
Or, better yet, use a proper live payment gateway.

So for existing customers who process manually I best not apply the upgrade or they will be unable to process orders.

You are going to have to do it a some point - manually inputting card numbers gathered of the internet is really bad practice and is in violation of most merchant account rules - Everyone is tightening up security and the bank, or the processor or one of the big card companies is going to eventually come down hard on those not playing by the rules. If you want your customers to end up with huge fines and possibly losing their merchant account ... well ... the liability is yours.
