payment module intall section is missing

Zen Cart 1.3.8a
Patch: 1::
I have paypal express set up, works fine, went back into modules.php?set=payment and everything is there apart from the install section.
how would I put this back.( I think I updated it a while back something to do with an update) I dont know when I lost this section.
I have tried to sort this out but have limited knowledge. ( bought E-Start Zen Cart book and tried comparing my files and original files).Posted on Built-in Shipping and Payment Modules but no feed back.

When this happens, you normally have a file duplicated - look in includes/modules/payment and includes/modules/languages/english/payment for files you might have copied.

When you rename or copy a file for backup, you want to give it a suffix so that ".php" is not the file extension - call it ".php.old" for instance.

I have learnt something new today, what I normally do is put numbers in front of changed files. WRONG Taken your advice and change the file extension name from php to php.old.
Typical, spent many hours and failed, posted here and solved in minuets.

<filename>.php.old is good - another idea is to use the date. This can be helpful if you have multiple copies.

<filename>.php.011811
<filename>.php.121510
etc.
