Major problem with Zone configurations, VAT and tax exempt

Hi everyone,
This is my first post since I started with Zen-Cart 3 months ago. So far reading the faq and forums have been a big help with just about anyting but I've run into a brick wall now.
I've read virtually every post on these subjects at least twice.

The problem is products get taxed twice on checkout, or not at all. There seems to be some sort of conflict and I can't for the life of me figure out what it is.

My store is in the Netherlands, and I sell makeup.

ZenCart 1.3.8 is installed with:

  • BKN Versie 0.7, adds Chamber of Commerce # and VAT # per customer.
  • VAT module Versie 1.2.7 for tax exempt customers.

I've set up VAT according to this tutorial:https://www.zen-cart.com/tutorials/index.php?article=77 and after that things went haywire.

I want to charge 19% VAT to customers in the Netherlands and either 0% or 19% to customers in the rest of Europe, depending on whether or not they have a European VAT #.

This is the configuration right now:

Display Prices with Tax true

**ZONE definitions **are configured using bof zones sql

EEC VAT Zone EEC Countries Zone for VAT (contains all european countries inclusing The Nethlands.
"all zones" applied to every county.

Dutch VAT zone for The Netherlands.

**TAX CLASSES **are:

1 VAT high (19%)
2 VAT low (19%)
4 taxable goods (inserted according to the abovementioned tutorial) can't get rid because I get an error saying products are using it.

**TAX RATES **are:

1 tax rate voor de EEC VAT Zone set to 19%
1 tax rate for the Netherlands set to 19%

I've been testing this set up with a mock product of € 1,00 in a dutch account without VAT # and this is what I get upon checkout:

If VAT on the product is set to 'low':€1,00 Sub-Total:

€2,65 Table Rate (1 x 0.01kg) (Best Way):

€0,00 Sales Tax:

€3,65 Total:

VAT set to 'high' gives:

€1,00 Sub-Total:

€2,65 Table Rate (1 x 0.01kg) (Best Way):

€0,57 VAT 19% + VAT 19% + :

€0,00 Sales Tax:

€4,22 Total

VAT set to "-none-" of "taxable goods" gives in both cases:

€1,00 Sub-Total:

€2,65 Table Rate (1 x 0.01kg) (Best Way):

€3,65 Total:

**When I set tax class to "high" in the shipping mode **I get:

€1,00 Sub-Total:

€4,16Table Rate (1 x 0.01kg) (Best Way):

€1,51 BTW 19% + BTW 19% + :

€5,16 Total:

Im really at my wits end here after 5 days of trying this, and on the Dutch forum no one seems to know the answer. Ive never been so frustrated in my life so I hope someone will be able to help!!

It can't be that hard, but I just don't see it.

it is correct.

no error at all.

if you turn of vat / tax for shipping you will see the result you are looking for.

or do you intend to charge tax for shipping?

i hope you understand what i mean.

let me know if it get sorted out

Is your value for the default currency EUR 1.00000000 ?
Look in admin -> localization -> currencies.

Yes, you should charge VAT on your shipping and other services you provide if your store is operating from the Netherlands.

What happens if you define the VAT only for the EU? (You write that the Netherlands are also included in the EU zone definition).

Thank you both for answering!

Rik, the Euro was set to 1.00000 from the start, I checked that initially, so no problem there.

Brekke: in the Netherlands shipping is subjected to VAT so I have to charge it, and worked it out by redefining the order total.

I finally figured out that the double taxes were coming from the Zones Definition.
I had all countries in the EU including the Netherlands in there, AND I had "all countries" still at the top of the list.
When I removed that line, the problem was solved.
The Netherlands I also removed from the list but then I 'didn't get VAT at all for Dutch customers, so I put it back in.
I knew it had to be something like that.

Now all I need to do is figure out a way to test the VAT module.
