help with shipping costs needed please

i need to ship my goods but i ship over the whole country and there is different shipping charges to different cities and provinces, currently i am using the table method but it is not working for me and resulting in over charging some customers, i assume that i will need to use zones? i dont know how do i go about this?

the only thing that the search fucntion pulls up for me on the FAQ is this

but i dont think i am understanding the how the zones works correctly, am i right in wanting to use the zones option?

or is there another add on i can use that i have missed?
