Creating a New Page to Popup Can't Be This Complicated??

How would the code work with:

$content .= '<form action="http://list-manage.com/subscribe/post" target="_blank" method="post">';

This code is located in my Mailchimp Sidebox. I want the confirmation window to open up in a java popup, not a new page like its doing now.

Hi, I get the javascript functions for the most part. But to put it bluntly, how do I add the javascript header function to an added page, such as page_2.php. I should be fine with the popup link and the popup window, I just need to know where/how to add the function in the header, as I've looked everywhere.
