What indicates that it won't continue? What error/warning message?

testing the checkout process on Zen Cart 1.3.8a. The payment method I'm using is credit card. When I view the cart and click checkout, then it proceeds to the shipping information. After I've entered the shipping information and try to go to the next step it will not go to the next step.

I am thinking you do not have any shipping method installed
admin > modules > shipping > look for one that has a "green" dot associated with it

I have installed the fedex module for shipping. It should be working. when you click on estimate shipping it gives a variety of pricing. Could that be messing with it?

Well, now I think you have a corrupt file or 2 because when you get to this page(space is mine)
http: //www.livit.com/shop/index.php?main_page=checkout_shipping
it recursively returns to this same page when continue is selected
But when I manually change the url to
http: //www.livit.com/shop/index.php?main_page=checkout_payment
it progresses.
You might check any files you may have edited....
As you did not create your own template name and are using classic a cross check is not possible

I'm using the fedex module. Should just reinstall the module.

Ok. I figured it out, I unistalled the fedex module and used the table rate. it is a lot easier to deal with. But i'm having another problem. It does not charge tax when it is within the state of california.
