Paypal Express only working if Standard is on

We are using Express Checkout in Sandbox mode, and can only get it to work if Paypal IPN : Website Payment Standard is on.
We only need to use Paypal Express Checkout. If we have Standard on, and people continue checkout (in case they have a gift cert) they are presented with 2 paypal options. If we turn standard off, they are presented with 1, but it doesn't work... Payments get placed into a pending status and the transaction never shows in the paypal site. If we have Standard on, everything works like it is supposed to with Express.

Problem fixed, after we uninstalled both express and standard, then reinstalled express module it worked.
