Category link skips directly to product

It seems that when you have only one product in a category, the link to that category redirects directly to the page for that product.

How can I change this? I would like to display the category page, even if there is currently only one product in that category.

I am sure the answer is simple, but I just haven't been able to find it.

Admin > Configuration > Layout Settings and set "Skip 1-prod Categories" (near the bottom) to false.
